In a nutshell, it says that people aren't getting credit very consistently for downloading the screensaver, which also appears to be bloated with spyware and malware. It also says this site is run by Daniel Saltman aka bostondan aka Salty, out of New Orleans, who also has run or is running MSXSecurity, an apparently known scam site.
