Can I get referrals before i do an offer on a site or will they not count?

ok cuz i was thinking "why bother doing these offers if i can just get referrals first (because refferalls are harder than offers.)

the point of doing the offers first, is people on this site pay you to sign up under them on sites and complete an offer (go green)
if you already signed up for a site, but not under somebody else, then go ahead and wait to do your offer
