Could I start trading and getting refferals even though I still did not get credit for completeing my first offer?

Now if I never complete my initial offer, but obtain the number of referrals needed does it still work? I know in the faq it says that you dont have to complete your offer before getting referrals, but what about just getting others to sign up. My situation is that I do not want to sign up for anything, but just get referrals. Will that work or no?
