Nope. Ecount (the main company that runs Web Certificate) and PayPal are competitors and neither will allow funds transfers from one to the other.
I tried using my PayPal to get funds from a pre-paid card some time ago and it didn't work (more out of curiosity than anything).

I actually requested a debit card from paypal, dunno if that would work ?
