Another PSP Video 9 Question

Has anyone noticed any quality degradation throughout movies that have been converted by PSP Video 9?

For example, I encoded a movie using at 216 kbps and the first 3/4 of the movie is acceptable quality. While the 265 MB file size is great for a 2-hour movie, the last 1/4 sucks in quality.

There are LARGE pixelated blocks all over the screen.

I have encoded the same movie at higher settings and I notice the same thing, but at a much smaller scale. I'm still trying to find the perfect balance between quality and size and would be interested to hear about other's experiences.
