How do you recieve an epassporte

I havent been sent one yet, but im hopefully getting one from fusion cash soon. Do you have to already have an account to recieve one? Because it wouldnt let me create an account unless i deposited $25 which i dont want to do.

If you don't have an account, then the only way someone can transfer money to you is to make you an account for $5. If you do have an account, you can get transfers for $0.25
