when is the last day a buyer can file a claim on paypal?

Under PayPal's User Agreement, claims for delayed or undelivered items are to be filed no later than 45 calendar days from the date of payment. Only one claim may be filed for each PayPal transaction. PayPal will seek to resolve the claim within 30 days of the date the claim is filed, though the time frame may be extended, if appropriate, to accommodate our investigation.

CC chargeback's are a different question. Depending on how long the person has been a cardholder, or who the card is owned by, there may be no time limit.

So, if someone paid me about 70 days ago, they have no means to get the money back?
The reason I ask, is that one of my buyers is now NARU and is supposedly trying to get $$$ back for items he received...
