the code for that box has always been in the source of every page (view->source if you don't believe me), i just screwed up a var that was triggering it. it appears if someone requests TR for a trade so that we know to go credit it (or ignore it as the case may be). I was just adding a function to pop up a different alert when there is a new reported post.
