Is there anyway to move money from the Visa Cash Card to my bank account?

Buy a money order for the full amount of the card - the money order fee and then deposit it in your bank account.
Or you could use an ATM, but the fees are a bit more that way.

I think he meant you would have to send a Paypal payment (with the funds coming from the Visa cash card) to your own Paypal account and then withdraw the money into your bank account.
However, I don't think that is even possible, to send the money to yourself.

it is with fake info, or if he has a friend who doesnt have/want paypal sign up with that card on their account.

It won't be. Visa cash cards cannot be added as credit cards on PayPal. Already tried this some months back.

If I wanted to pay for something more than $1000 online, say a laptop, could I use other forms of payment on top of the $1000 Visa?

I don't think so. All of the online stores I've shopped at don't let you designate an amount to charge to a particular card. They just charge the full amount to one card.

Now that I think about it, if the store sells gift certificates, you could buy one for yourself for $1000 and then use that to reduce the price of the laptop and then charge the rest to your credit card.
