It's a police strengthening set of laws that give extra powers to authorities to help them stop terrorists/smugglers/whatever is bad coming in to the country. The problem is that packaged on is a hugely controversial issue which cnn can put better than I can

Notice the words "suspect". Usually authorities would need to get a court appointed warrant to do any of those things, now we leave it not up to elected officials to determine who is a "suspect" but to joe schmoe fbi agent and little miss lapd.

So next time you make a comment like "seriously, sometimes canada seems like a great option" someone may take that as a threat (well, probably not that, but you get the idea) and decide they need to check your phone records and set up a wire tap just to make sure you aren't up to any funny business.

So you've read through all that and you say, "so what, i have nothing to hide" just remember that once an authority gains a power it NEVER gives it up and you are just one step closer to infrared cameras on every telephone pole keeping an eye on whats going on in your house.

I honestly wouldn't be surprised if my phones were tapped. Too many unexplained problems with the phones, too many dodgy noises, other random people on the line, pick up the phone and someone hangs up, it caller ID showing people from Colombia and Compton calling the house.

I dunno, but it's pretty fucking freaky.

Anything causing harm to another person is considered domestic terrorism, so if you are a domestic terrorist, you fall under all the same laws as any other kind of terrorist.

The line item veto would not create a huge and unprecedented power shift in the direction of the executive branch. The item veto is a relatively weak and partial regain of the rightful budgetary powers of the President that were stripped from the executive branch by the 1974 Budget Act. The founders of our nation believed that the President, as the head of the executive branch and therefore responsible for spending taxpayer funds judiciously, had the authority not to spend money appropriated by the Congress if that spending was unnecessary.

This power was exercised from Thomas Jefferson's Presidency through Richard Nixon's. By limiting the extent of line-removal and ensure that the edits are related to the overall Bill, the line-item veto is a very important power that should have never been unrightfully taken away from the President.

Because Nixon was abusing the power of impoundment the 1974 budget act was set into place. Congress should have the power to allocate funds and having the president be able to say no to thoose funds without another check is a flaw in the check and balance program. It was never brought up before because no presidents abused it to the degree Nixon did.

Allowing the president to have legislative authority to the degree that the line item veto would has the power for much abuse and a great strengthing of the president which has already been going on for many years now, and more recently has been given more momentum.

There is much evidence for this growing momentum. Such as the president bypassing FISA courts in which he could have EASILY gained a warrant but setting up his own survalience program spying on American citizens. Or with the much buffed up support of the executive branch given by the Patriot Act. Or this congress's adherence to everything the president wants.
