Yeah, I know. But my deal is that he didnt even sign up and complete an offer until about 2 weeks, and hasnt responded on whether he has actually completed an offer or just went yellow.

Plus not all instant offers are instant, as we've seen in many cases.
I say as long as the person is communicating on a regular basis, don't sweat it. There are a lot of circumstances that can delay an offer.
I've been there and am currently battling some credit issues on a couple of sites that gave instant before.

I haven't really done any ref sites in a while, but I had this happen to me a couple of times.
When making a trade, list the offers for the potential trader, and tell them you aren't going to do the trade if they have to do a cc offer. IF you don't, then there isn't much room to bitch.
