I just got a new 19" LCD monitor, and I like it, but it has 2 stuck pixels on it. One is red and the other is green. I've heard this company has an "8-dead pixel policy" on returns, but are stuck pixels a different story? If not, is there anything I can do about it?

No, but I have tried a similar program (flashing bright colors on certain pixels), and it hasn't worked. Maybe I just didn't let it run long enough.
Has anyone actually tried this and had it work?

the only thing you can do is contact the manufacturer. i've heard the dead pixel minimum before and I think it is for stuck ones too. despite what some people may tell you don't try massaging them. you can damage it more. i've heard there are apps that cycle through solid colors that un-stick pixels for some people, but I've never used one so I can't say if they really do work

I heard that this works except you have to leave it running for hours and hours though, probably around 3-5 hours....I heard of a lot of people doing this on TVs and PSPs....
