Obviously photoshop, but GIMP (free) is a good replacement too.

The Gimp rocks for free full-featured editing, but can be daunting for noobs.
Another freebie that probably a lot easier to use is Paint.NET. I haven't tried it yet but I hear it's pretty good for free.

I definitely wouldn't recommend buying Photoshop to anyone -- if you REALLY lineedli Photoshop, you would already know to buy it.
If you are just doing image resizing, cropping, etc, I'd go with Gimp or Paint Shop Pro.

I should look into it. For my photography, all I do is some resizing/cropping for uploading pics.. and some minor color saturation and balance changes. I'd rather use a legal copy of Elements if it does all of that.

We use Elements at work. It's good, but I still prefer PhotoImpact...

Elements is OK, but it lacks quite a few of the features I use Photoshop for. I only used Elements to try it out since I got it free with my Digital Rebel.
You can have it if you want CG? It's a legit copy with a serial number. I don't even have it installed. shrug

That would be awesome, TSJ. Are you shipping it (I'll pay the shipping), or can I get it electronically from you?

Or you could download the trial and I'll give you the serial. wink

Is there any program like "Iphoto" for a PC? that keeps all of your pics in a pogram that has some easy editing tools? Or do I just have to wait for a MacBook Pro?

I've never used iPhoto, but Microsoft's Digital Image Suite 2006 has an awesome photo library and some easy-to-use photo editing tools.

Check out Picasa from Google, it's free of course. Also, it integrates with Hello, which is a peer-to-peer image sharing program (very cool)
