I say follow OC's example, and create a a site where the person can forgo doing an offer, if he can get enough refs to cover the cost.

Why dont you start a whole new .orgurl==http://=http:///url sites. You can easily make sites as you need them with good names. Many are available, and it wouldnt hurt that much to have a .orgurl==http://=http:///url than a .comurl==http://=http:///url

.org always strikes me as non-for-profit. There might be a negative reaction if there's a freebie site at a org domain. On the other hand, .infourl==http://=http:///url always seemed ideal for freebie sites to me.
