Cease and Desist

Okay guy, I need some help here.
Within the last 4 months I have received two cease and desist orders, one @ my house and one @ my dorm. Anybody know at what point they will go further than a cease and desist? Also, anybody know how I can better protect myself? I use PeerGuardian 2 but it hasn't saved me either time.

Is this from downloading stuff from torrents? If so, stay off public trackers.

Wrong. Don't use public trackers for torrent, stay on the private ones.

Yeah I'm going to stick with demonoid and oink I think now. Both were public trackers. Anybody got recommendations for other good private ones?

PornBits is a good XXX tracker, open registration for now but it's going to close soon. POTUK is another good tracker, ratio-based like OiNK.

Yeah I got a torrent-damage invite but waiting to be able to use it. I don't see what the reason is of having invites and closed registration....
