yes it is..when i got it..it was shipped at a standard shipping rate.. for 24.95..

If you're looking to spend $99, you can go to gamestop.com and pickup an Xbox with free game and some kind of warranty. There are coupon codes around for free shipping, and 10 -20 % off used games and accessories (I doubt the discount would work for systems)
It's an okay deal, but you usually get a third party controller.
