when you sign up one of the Free4Me Network sites can you use referrals even when adding the site to your account. Like you have an option of becoming a new member or using your existing email. Can you sign up for other people and use the Already A Member option?

Yes, when you click their referral link and choose to join, it should ask if you already have an account with Free4Me. If you do, you should use it -- otherwise you'll likely be DQ'ed for multiple accounts. Once you login it will attach the new site to your account and the referral will proceed as normal.
